Toy Safety

Don't take the risk: TÜV SÜD Product Service ensures the safety of toys.

The new Toy Safety Directive (2009/48/EC) was adopted into the Official Journal of the EU in June 2009 and brings many changes to the way toy safety is handled in the EU.

New responsibilities

The responsibilities of manufacturers, importers and distributors are more clearly defined.

  • Manufacturers must risk assess the design of the toy, produce and retain technical documentation related to safety, and take steps to ensure that toys are manufactured to the designed 'safe specification' in production.
  • Importers must only place safe toys on the market: i.e. they must check that the manufacturer’s technical documentation is acceptable.
  • Distributors must hold details of their suppliers of toys, and ensure that all the necessary markings and instructions accompany the toy.

Note: Anyone who puts their brand mark on a product is considered a manufacturer, and assumes those responsibilities.

New scope

Dual function products (like plush door hangings, soft-bodied character sleeping bags, teddy-bear and doll keyrings) that were outside the old Toy Safety Directive are now included in the scope, and must meet the same safety requirements.
